School Based Decision Making is the required decision making method for most of Kentucky's schools. Beginning in 1990 with the Kentucky Education Reform Act, this research based decision making strategy is a tool used in Kentucky schools to create conditions at the school level that will help all students reach proficiency by 2014. School councils promote shared leadership among those who are closest to the students; membership of each council includes parents, teachers, and administrators of the local school.
